The time decoding tests in the temporary Travis build with the new `netcdftime` library are all skipped because they are tagged with `@requires_netCDF4` decorators rather than `@requires_netcdftime` ones. This PR fixes that. In a local environment (after swapping these decorators) with the new `netcdftime`, I'm actually getting a failure, so there may be a bug we need to sort out upstream. | 2018-02-20T21:26:06Z | 2018-02-21T13:57:10Z | 2018-02-21T06:18:35Z | 2018-02-21T06:18:35Z | 697cc74b9af5fbfedadd54fd07019ce7684553ec | 0 | 93f2e03aeb18e79488026464798b95328856c8a1 | 97f5778261e48391ba6772ca518cd2a51ff0ec83 | MEMBER | 13221727 | https://github.com/pydata/xarray/pull/1929 |
