This builds on #7353, which found that cdms2 and numba (and thus also numbagg and sparse) don't yet support python=3.11.

In order to still test that we support python=3.11 but without dropping those dependencies from the other environments, this adds separate environment files, which should be removed once cdms2 and numba support python=3.11.
