the libwebp issue has been closed, so I guess we can try reactivating the OSX CI?

this should be closer: https://github.com/conda-forge/libwebp-feedstock/issues/26 which is a work in progress. If we don't want to wait on a fix, we could temporarily pin libtiff on OSX.

The only reference I could find is https://github.com/BVLC/caffe/issues/1599#issuecomment-144854014, from 2015...
