Thanks for the report. I'm marking this as a bug.

I think we need some adjustments in xarray's handling of h5netcdf to ignore these encoding attributes on scalars: https://github.com/pydata/xarray/blob/70e9eb8fc834e4aeff42c221c04c9713eb465b8a/xarray/backends/h5netcdf_.py#L191-L193
