You need to explicitly indicate that you want lazy loading with dask by specifying the chunks keyword argument to open_dataset(), or by calling .chunk() afterwards. If you do that, then yes operations like expand_dims() will be lazy.

Otherwise, files are opened with xarray's built-in lazy loading capabilities, which only supports lazy indexing (expand_dims() could potentially be supported, too, with some effort, but you are really best off switching to dask).
