Xarray does not interpret the coordinates attribute when extracting a DataArray. Instead it associates all coordinate variables when set(coordinate_variable.dims) <= set(data_variable.dims). This is satisfied by all scalar coordinates so they get associated.

cf-xarray is more restrictive, and should work for you.
