I also found myself wanting some of the configuration options that the pandas [`read_csv()`](https://pandas.pydata.org/pandas-docs/stable/reference/api/pandas.read_csv.html) method has for decoding dates, particularly the ability to say which labels I want to decode and even method hooks for implementing my own parsing function if necessary.
